During the 2003 Minnesota legislative sessions two bills were introduced and passed which removed the minimum age restrictions for youth working as referees and assistant referees. These laws do not exempt referees under 16 (including those under 14) from the conditions limiting the number of hours per day and per week, early and late work, and working during the school day. That process requires a separate exemption application for each club or tournament at which the referee wishes to work to be completed by the club with the signature of the referee’s parents or legal guardian.

This legislation requires the employer (this would be the individual club or tournament), to have an adult representative on the premises during any game in which the youth referee is officiating. The employer must also have on file a written letter signed by the parent or guardian of the minor consenting to the minor’s employment as a referee or assistant referee.
