Re: Approved Rules and Bylaws Changes

This is to notify you of the amendments to the Minnesota Youth Soccer Association Bylaws and/or Policies & Rules Manual approved by the general membership at the Annual General Meeting held November 5, 2005 at the Minneapolis Convention Center. The additions are underlined. Deletions have a strike line through them.

The following Bylaw proposals were approved:

3.205 Removal or Suspension of a Director
Any director may be removed at any time, with or without cause, by the affirmative vote of two-thirds of the Affiliate Members at a membership meeting, a quorum being present.

Any sitting director may be suspended or removed at any time, with or without cause, by the affirmative vote of a three-fourths majority of the members of the Youth Council.

A director who (a) fails to attend threeconsecutive Youth Council meetings. or (b) fails to attend at least eight of the last twelve Youth Council meetings shall be automatically suspended from the Youth Council.

The Youth Council, by majority vote of its members, may for good cause shown, reinstate a suspended director.

The Youth Council, by a majority vote at a meeting where a quorum is present, may appoint an acting director to assume the responsibilities and perform the duties of a suspended director.

An acting director shall hold office until a qualified successor is elected by the Affiliate Members at the next regular or special meeting of the membership, or until his or her earlier death, resignation, removal or disqualification.


3.302 President
The President shall be the chief officer of the corporation and shall:

(a) Shall, when present, preside at all meetings of the Youth Council, the Executive Committee and the Annual General Meeting;
(b) Shall, with the Secretary or agents designated by the Youth Council, sign and deliver in the name of the corporation any deeds, mortgages, bonds, contracts, or other instruments pertaining to the business of the MYSA, except in cases in which the authority to sign and deliver is required by law to be exercised by another person or is expressly delegated by the President or the articles of incorporation or these bylaws or by the Youth Council to some other officer or agent of the MYSA; and
(c) May expressly delegate authority to sign contracts to one of the agents designated by the Youth Council. The President is an ex-officio member of all committees.
(d) Shall provide a written report of the President’s activities at all meetings of the Youth Council, Executive Committee and the Annual General Meeting.


3.304All Vice Presidents shall provide a written report of their respective activities at all meetings of the Youth Council, Executive Committee and the Annual General Meeting.


3.304 Secretary
The Secretary or his or her designated agent agents designated by the Youth Council shall:

(a) Maintain records of and, whenever necessary, certify all proceedings of the Youth Council and the MYSA;
(b) See that all notices are duly given in accordance with the provisions of these bylaws or as required by law;
(c) Be custodian of the corporate records;
(d) Oversee the credentials process at the AGM;
(e) With the President, sign and deliver in the name of the corporation any deeds, mortgages, bonds, contracts, or other instruments pertaining to the business of the MYSA, except in cases in which the authority to sign and deliver is required by law to be exercised by another person or is expressly delegated by the articles of incorporation or these bylaws or by the Youth Council to some other officer or agent of the MYSA.
(f) The Secretary shall provide a written report to the Secretary’s activities at all meetings of the Youth Council, Executive Committee and the Annual General Meeting.


3.305 Treasurer
The Treasurer shall be the chief financial officer of the MYSA and either he or she or his or her designated agent shall:

(a) Ensure that accurate financial records for the MYSA are kept;
(b) Deposit all monies, drafts and checks in the name of and to the credit of the MYSA in the banks and depositories designated by the Youth Council;
(c) Endorse for deposit all notes, checks and drafts received by the MYSA as ordered by the Youth Council, making proper vouchers thereof;
(d) Disburse the MYSA funds and issue checks and drafts in the name of the MYSA, as ordered by the Youth Council;
(e) Render to the Youth Council and the President, whenever requested, an account of all transactions by the Treasurer and of the financial condition of the MYSA;
(f) Oversee the work of the Budget Committee;
(g) If required by the Youth Council, the Treasurer shall give a bond for the faithful discharge of his or her duties in such sum and with such surety or sureties as the Youth Council shall determine.
(h) The Treasurer shall provide a written report of the Treasurer’s activities at all meetings of the Youth Council, Executive Committee and the Annual General Meeting.


3.309 Recreation – Recreation Plus Director

The Recreation – Recreation Plus Director shall be the liaison with all recreational programs and recreational plus programs and shall assist the Vice President of Development with new club and recreational program development.


3.310 Recreation Plus Director
The Recreation Plus Director shall be the liaison with all recreation plus programs and shall assist the Vice President of Development with new club and program development.


3.311 Public Relations Director
The Public Relations Director shall direct the communications and marketing of the MYSA.


6.101 Annual General Meeting
The Members of the MYSA shall meet once per year at a date and time determined by the Youth Council no less than 120 90days in advance of the meeting. This meeting shall be known as the Annual General Meeting (AGM). Actions and policies adopted by the Youth Council and the MYSA officers and directors shall be reported to the membership at the AGM. Notice of the AGM and the agenda shall be given to the membership at least 15 days in advance of the meeting.


9.101 Proposal to Amend
Any member, director or committee of the MYSA may propose to amend these bylaws by delivering the proposal in writing to the Policy and Rules Committee not less than 120 90 days prior to the Annual General Meeting or a Special Membership Meeting.


9.103 Publication
The proposed amendment and the recommendation of the Youth Council shall be published in an official MYSA publication no less than 60 45 days prior to the Annual General Meeting or Special Membership Meeting.


9.201 Proposal to Amend
Any member may propose to amend or add an MYSA policy, rule, or procedure by delivering the proposal in writing to the Policy and Rules Committee not less than 120 90 days prior to the Annual General Meeting or Special Membership Meeting.


9.203 Publication
The proposed policy, rule, or procedure amendment and the recommendation of the Youth Council shall be published in an official MYSA publication no less than 60 45 days prior to the Annual General Meeting or Special Membership Meeting.


The following rule proposals were approved:

4.1.6.2 Unanticipated Reschedules

  1. In cases where the game cannot be played because of field or weather conditions or referee availability and no advance warning (less than 72 hours) can be given to the visiting team, the game must be rescheduled within 48 hours. Teams must contact the District Director or his/her designee using the appropriate rescheduling form.
  2. In the case of adverse weather conditions, or when field conditions caused by recent weather pose either risk to players or risk of damage to the field, the game will be rescheduled to the home team’s fields.
  3. Other than (as in 4.1.6.2.b) the game will be rescheduled to the visiting team’s home fields, if available, and the original home team will pay the referee fees (before the start of the game) and any field costs incurred as a result of the reschedule if:
    1. no qualified (see section 7.5.1.g) registered referee appears at the home team’s field;
    2. the field is unavailable due to scheduling conflicts;
    3. the referee determines that the field is unplayable (not simply a rain-out) or a goal or goals are not anchored and the game cannot be played;
    4. the home team had advance warning that the field or referees would not be available and did not inform the visiting team at least 72 hours in advance;
    5. other similar circumstances as determined by the District Director or his/her designee.

4.1.7.1 Home Team Responsibilities

  1. The home team is responsible for scheduling referees through a registered referee assignor, marking fields, placing corner flags, and putting up nets on goals that are anchored. The home team must also provide a ball that is acceptable for play. It is suggested that in advance of a game, coaches should contact each other to be sure time and directions are clear.
  2. Incidents of using unregistered referees and unprepared fields, including fields on which the goals are not anchored, can result in fines, forfeit of games or cancellation of schedule. The respective District Directors are responsible for making sure that proper procedures are followed. At their option, they may institute remedial action that may include the assignment of qualified referees moving games to adequate sites. The cost associated with such actions may be assessed to the offending teams. Complaints concerning improper procedures should be directed to the District Director by visiting coaches. District Directors will make determinations of fact and may direct remedial action.
  3. Spectator seating: When possible, the technical area for both teams will be on the same side of the field with the spectators seated on the opposite side.
  4. In the case that the color of uniforms conflicts (as determined by the referee), the home team must change to an alternate color.


4.2.1.1: Under-13 Competitive Divisions
MYSA provides multiple levels of play, with Classic 1 being the most competitive division and Classic 3 the least competitive. Within each competitive division, there may be one or more leagues. The availability of competitive divisions and number of leagues is determined by the District Operating Committee at its discretion. Team assignment at the Under-13 age level is self-selected.


4.2.1.2: Under-14 though Under-19 Competitive Divisions
(4.2.1.1 above is a new section inserted. 4.2.1.2 above is the current 4.2.1.1 which be renamed and renumbered as above, with the remainder of the section renumbered as well).


4.3.2.5.c

Field equipment: Goal Size: U9/U10 – min 6x12 feet, max 6.5x12 feet;

U11/U12 – 7x21 feet. Goals must be anchored or the game may not be played and will be rescheduled pursuant to 4.1.6.2.


7.3.1.c. Substitutions for League Play – Substitutions shall be unlimited.
Substitutions may be made, with the consent of the referee at the following times:

  1. Prior to a throw in, by the team with possession of the ball. If the team in possession is substituting, both teams may substitute.
  2. Prior to a goal kick, by either team.
  3. After a goal, by either team.
  4. After an injury, by either team, when the referee stops play – substitution is unlimited.
  5. At half time.


9.3.4 Investigation Review of Complaints
All complaints, properly and fully submitted, will be investigated reviewed by a person designated by the MYSA President Executive Committee. The MYSA office will provide a copy of the complaint to the respondent. The investigator reviewer may request or accept information orally or in writing from other persons who may possess relevant information regarding the complaint. The investigator reviewer shall determine whether there is enough evidence to proceed to a hearing, not to make a determination whether a violation has occurred if the complaint is complete.

The investigator reviewer shall within ten (10) business days prepare a written summary of the investigation review. The investigator reviewer shall submit the summary to the MYSA Secretary. The MYSA Secretary shall promptly send the investigator’s reviewer’s summary if any, to the respondent and the complainant.

If the investigator reviewer is of the opinion that no violation has occurred determines the complaint is not complete and if the complainant does not request a hearing as provided in these rules section, the complaint will be dismissed. If the reviewer determines the complaint to be a grievance and not a rules violation, the complainant will be informed in writing.

If the investigator reviewer of the complaint determines the complaint is complete is of the opinion that there is enough evidence to proceed and a violation has occurred, the matter shall be referred to an MYSA hearing panel for a hearing in accordance with these rules.

A complaint will be considered properly and fully submitted when:

(a) all portions of the complaint form are filled out and is signed by complainant(s)
(b) the allegations are relevant to MYSA rules contained herein
(c) the alleged violation is not an on the field call by a referee.

At the March 19, 2005 Youth Council meeting, the changes below to rule 11.0 were passed on an emergency basis.

11.0 PREMIER LEAGUES

No over rostering will be allowed at the premier level.

11.1 Number of Teams

  1. Premier leagues will be limited to 6 teams at each age level.
  2. Premier leagues will not be formed for ages U13 or younger.

11.2 Placement in a Premier League

  1. Qualifying teams will be placed in a Premier league the following summer season at the next highest age group.
  2. The District Operating Committee (DOC) will review the leagues results and publish a list of the following year’s preliminary qualifying teams by mid September.
  3. Promotion-Relegation Standards for Premier Leagues

1. Promotion

  1. U14: The U13 Classic 1 league winners will automatically be promoted into the U14 Premier league for the following summer season. The final two positions in the U14 Premier league will be filled by the U13 Classic 1 league runners-up with the best record in the MYSA State Tournament. If no runner-up teams from league play advance to the MYSA State Tournament, the team(s) with the best league record will advance to Premier. In the event teams play an unequal number of games, the procedure set forth in 4.2.2.3.c will be used.
  2. U15-19: Vacancy(ies) in the U15 through U19 leagues will be filled by the C1 league winner(s) that advance the farthest in the MYSA Summer State Tournament.

2. Relegation

  1. The last place team in each premier league is automatically relegated. If two teams tie in points for last place they will both be relegated.
  2. Premier teams that score 25 percent or lower of the total number of points possible for their league are automatically relegated.
    Exception: Other than the last-place team, teams that score 25 percent or lower in total possible league points but also earn as many combined wins and ties, as losses are not automatically relegated.
  3. A team scoring higher than the 25 percent standard, and teams earning as many combined wins and ties as losses, may after consultation between the district director and the team's club president, be relegated with the approval of the District Operating Committee.

11.2.1 Returning Premier Teams

  1. U14-U19: The top 4 teams from each Premier League will remain Premier.
  2. U13: The U13 Classic 1 league winners will automatically be promoted into the Premier league for the following summer season.

11.2.2 Promoted Premier Teams

11.2.2.1. U14-U19

  1. Vacancy (ies) in the U15 through U19 leagues will be filled by the C1 league winner(s) that advance the farthest in the MYSA Summer State Tournament.
  2. Premier teams that earn 25% or less of the total points possible will be relegated to Classic 1.

11.2.2.2 U13 Filling Premier slots at the Premier age group

  1. The final two positions in the U14 Premier league will be filled by the U13 Classic 1 league runners-up with the best record in the MYSA State Tournament.
  2. If no runner-up teams from league play advances to the MYSA State Tournament, the two teams with the best league record will advance to Premier.

11.2.3 Teams Playing in the US Youth Soccer National League-Midwest Region

  1. Teams that played in the US Youth Soccer National League-Midwest Region in the previous season and that finished 1st or 2nd in the previous MYSA State Cup competition will be accepted into a Premier league.
  2. A team that played the previous year in the US Youth Soccer National League-Midwest Region that wishes to play in a Premier league must apply to the Vice President of Leagues before the published deadline.
  3. The league will be expanded as necessary to accommodate any accepted team.

11.3 Application Requirements

All automatically qualifying teams will receive an application to participate in a Premier league. The application must be returned by the deadline set by the Youth Council.

11.4 Unfilled Premier Leagues

  1. When the number of eligible returning and promoted Premier teams does not fill a league to maximum capacity, the District Operating Committee (DOC) may invite teams that participated in an MYSA Competitive Sanctioned league.
  2. The order of invitation is:

1. The Premier team that placed either fifth or sixth in the previous summer league that did advance past the fifth vs. sixth place game.

2. Classic 1 runner-up from the Classic 1 Round-robin that did not advance to Premier,

4. If there are not enough teams to form a viable Premier league, invitations will be extended to the Classic 1 league winners that finished third and if necessary fourth in the Classic 1 round robin.

On January 8, 2005 these motions were considered on an emergency basis and approved by the Youth Council. The changes were:

1.4.1 MYSA Competitive League Team Registration

f. 5.0 Midwest Regional League

Midwest teams, boys and girls U-14 through U-18, will be invited to enter the Midwest Regional Leagues (MWRL) based upon guidelines set down by the MWRL Commission or governing body. The MWRL is comprised of highly competitive teams from all states in USYS Region II.

There may be instances where teams compete in the MWRL, but do not participate in another MYSA state run league. In the event these teams wish inclusion into MYSA state run leagues, the District Operating Committee (DOC) will determine league placement. Competing at the MWRL level does not in itself dictate placement into the MYSA Premier Leagues.

Note: MWRL consists of two levels, Premier and Division I. Team placement will be decided by the Region II MWRL Technical Committee after receiving all applications from each National State Association.

11.2.2 Promoted Premier Teams

11.2.2.1. U14-U19

  1. The Classic 1-league winners from each District will have a round- robin playoff. The winner will become the fifth place Premier team for the upcoming season. Vacancy (ies) in the U15 through U19 leagues will be filled by the C1 league winner(s) that advance the farthest in the MYSA Summer State Tournament.
  2. The present fifth and sixth place Premier teams will playoff and the winner will play against the runner-up of the Classic 1 round-robin and the winner will become the sixth Premier team for the next season. Premier teams that earn 25% or less of the total points possible will be relegated to Classic 1.

The following Bylaw proposals were approved:

  1. Proposal to change Bylaw 9.104 to read “Amendments to the bylaws may be made by the affirmative vote of two-thirds of the votes cast, which must also be two-thirds of the required quorum.”
  2. Proposal to change Bylaw 9.303 to replace “a majority” with “two-thirds”.
  3. Proposal to change Bylaw 9.305 to read “A policy, rule or procedure amendment or addition by the Youth Council shall be presented to the Affiliate Member for ratification by the affirmative vote of two-thirds of the votes cast at the next membership meeting which must also be two-thirds of the required quorum. In the event the policy….”

 

The following Rule proposals were approved:

  1. Proposal to add Rule 1.3.4.1.a to read “The open period of registered players who are considering playing for any Affiliate Member or Extraterritorial Member in the following season begins on August 1 or each year (or 24 hours following completion of the final match of the MYSA State Tournament – whichever is later). Affiliate Members and Extraterritorial Members, their administrators, board members, coaches (paid or unpaid), parents, independent contractors and/or entities used for purposes of administering tryouts, evaluations or other similar events used to form teams for the following soccer season may no schedule such an event until August 1 at the earliest (or 24 hours following completion of the final match of the MYSA State Tournament – whichever is later). Advertisements, emails or other forms of communication announcing tryouts, evaluations or other similar events by any Affiliate or Extraterritorial member are not subject to the August 1 restriction.”
  2. Proposal to change Rule 1.3.4.1.a and move to 1.3.4.1.b to read “A player is registered to an Affiliate Member or Extraterritorial Member the moment the player (or for a player less than 18 years of age, the player’s parent or guardian) signs the Affiliate Members or Extraterritorial Members registration form and submits a portion of, or the full amount of the fees required by the Affiliate Member or Extraterritorial Member, subject to 1.3.4.1.a. Affiliate Members or Extraterritorial members may collect a separate tryout or evaluation registration form solely for the purposes of tryouts, evaluations or other similar events. Completion of only a separate tryout or evaluation form does not bind either party to the Affiliate or Extraterritorial Member.
  3. Proposal to change Rule 1.3.4.2.d by deleting “or at a higher level” and “or and the same level”.
  4. Proposal to add Rule 1.3.4.3.d to read “A player that voluntarily drops from any Member Club’s team will not count towards the number of dropped players for the team as long as the player pass is surrendered to MYSA accompanied by a Voluntary Drop Form. The player in question may not join any other team for the duration of the playing season when the drop occurred.”
  5. Proposal to change Rule 1.3.4.4.a.2 to read “Team has not dropped any players from their roster, as defined in 1.3.4.3 unless medical doctor certifies that the player(s) dropped will not be able to play the remainder of the season from the time the request or the player has dropped voluntarily. The player pass(es)…..”
  6. Proposal to change Rule 4.1.5.1.a-c to read: The Youth Council will publish a schedule of specific fines yearly.
    a. Simple forfeit: an attempt is made to play the game. For example, only 3 players show up to play a game.
    b. Willful forfeit: no attempt is made to play the game. For example, no players show up to player the game.
    c. Refusal to play: a team refuses to play the game. For example, a team is directed to play at a particular date, field and time and they do not show up. The team refusing to play will receive a fine and experience a loss of all post-season play (District, State Tournament and fall tournament).
  7. Proposal to change Rule 4.3.1.b.2 to read: U11 (8v8) will have two levels self selected: Classic 2 and Classic 3. League formation in this age group must be broader based at Classic 3 than Classic 2.
  8. Proposal to change Rule 4.3.2.2 to read:
    a.U9 team size: Minimum 8; maximum 12 players. Club president may approve one over roster. Registration of additional players requires formation of two teams.
    b. U10 team size: Minimum 8; maximum 12 players. Club president may approve one over roster. Registration of additional players requires formation of two teams.
    c. U11 team size: Minimum 10; maximum 14 players. Club president may approve the over roster of two players. Registration of additional players requires formation of two teams.
    d. U12 team size: Minimum 10; maximum 14 players. Club president may approve the over roster of two players. Registration of additional players requires formation of two teams.
  9. Proposal to change Rule 9.0 to read “These rules set forth the procedure of levying and appealing fines and suspensions, for grievances and complaints, and for conducting hearings and appeals.
  10. Proposal to add Rule 9.3.2.a.3 and 9.3.2.a.4 and renumber all Sections in 9.3.2 to read:
    a. In this policy:
      1. “coach” means a coach, assistant coach, team manager, or other team official.
    2. “Federation” means the United States Soccer Federation, Inc.
    3. “Referee Assault” is an intentional act of physical violence at or upon a referee, the referee’s possessions or equipment.
        a. For purposes of this policy, “intentional act” shall mean an act intended to bring about a result which will invade the interests of another way that is socially unacceptable.
    b. Unintentional consequences of the act are irrelevant.
    c. Assault includes, but is not limited to, the following acts: hitting kicking, punching, choking, spitting on, grabbing or bodily running into a referee, head butting, kicking or throwing an object at the referee that could inflict injury, any action that damages the referee’s uniform or property (including but not limited to vehicles, bag, supplies or equipment.)
      4. “Referee abuse” includes a verbal statement or physical act that does not result in bodily contact with the referee which implies or threatens physical harm to the referee or the referee’s property or equipment.
        a. Abuse includes but is not limited to: using foul language or abusive language towards a referee; spewing or pouring any beverage on a referee’s personal property; spitting towards (but not on) the referee; verbally threatening a referee.
    b. Verbal threats are remarks that carry the implied or direct threat of physical harm. Remarks such as: “I’ll get you after the game,” “Meet you in the parking lot,” or “You won’t get out of here in one piece” shall be deemed referee abuse.
    c. Verbal statements that are not directly made to the referee but are overheard and reported to the referee may result in the referee filing a complaint alleging referee abuse.
  11. Proposal to change Rule 9.3.3 to read “A participant member may file a complaint against any MYSA member for a violation of MYSA rules. A complaint must be made within 60 days of the alleged violation unless there are extenuating circumstances present (for example, a player makes an allegation of sexual harassment at the end of a season and incident occurred at the beginning of the season). The MYSA President, Vice President of Leagues and Chair of the Hearing Panel shall review a complaint filed more than 60 days after the alleged violation to determine if there are extenuating circumstances.
  12. Proposal to delete Rule 9.4.1 and 9.4.2, renumber subsections and change 9.4.3 to read: “A reasonable time will be allowed to prepare for a hearing. No hearing will be held on less than ten (10) business days written notice. The hearing shall be held within fifteen (15) business days of receipt of the hearing request. These times may be modified by agreement of the parties or, for good cause shown, by the MYSA.” And proposal to change 9.4.5 to read “A hearing panel shall consist of no less than three (3) nor more than five (5) members, chosen by the Chairperson of the MYSA Hearing Board. The Chairperson shall designate one of the panel members to serve as Chair of the panel. Panel members are selected from the Hearing Board and/or Youth Council Members.”
  13. Proposal to change Rule 9.4.7.7 to read “The hearing will be tape recorded. In the event of an appeal, the complainant or respondent may request a copy of the tape for the purpose of preparing their appeal, which copy……”
  14. Proposal to add Rule 9.4.7.8 to read “The complaint, summary report of the investigator, hearing, all documentary evidence and the tape-recording of the hearing are considered private and neither the original nor copies are intended for release except as authorized pursuant to this section for an appeal. Release of the hearing material outside of this section may be considered as separate grounds for sanctions by the MYSA.”
  15. Proposal to change Rule 9.5.6.1 to read “The argument will be tape recorded. In the event of a further appeal, the complainant or respondent may request a copy of the tape to prepare for the appeal, which copy will be made and provided by the MYSA at the expense of the requesting person(s).
  16. Proposal to add Rule 9.5.7.8 Conduct of the hearing: Hearing Procedure to read: “The appeal request, appeal hearing, all documentary evidence and the tape recording of the appeal hearing are considered private and neither the original nor copies are intended for release except as authorized pursuant to this section for an appeal. Release of the hearing and appeal material outside of this section may be considered a separate grounds for sanctions by the MYSA.”
  17. Proposal to add the following definitions found in the Glossary:
    Forfeit, Simple
    An attempt is made to play the game. For example, only 3 players show up to play the game. Forfeit, Willful
    No attempt is made to play the game. For example, no players show up to play the game.
    Forfeit, Refusal to Play
    A team refuses to play a game against a particular team. For example, a team is directed to play at a particular date, field and time and they do not show up.

On December 14, 2003 these motions were considered on an emergency basis and approved by the Youth Council. The changes were:

4.1.8.1 Reporting League Game Scores

  1. Each team must report team scores within 48 hours of a each league game or mark the game in the telephony system as “rescheduled”.
  2. Both coaches must fill out a MYSA Lineup/Referee Report for each game. Only registered adults from the Affiliate Member will be able to coach the game. The home coach should provide the referee with a postage prepaid envelope addressed to the appropriate District Director or designee.

7.12.1 MYSA Modifications for All Ages

  1. a. General

    1. Referees must promptly report problems of improper behavior by coaches, players and fans to the State Youth Referee Administrator and District Director. This behavior may result in forfeiture of the game or other appropriate action as deemed necessary by the District Director. If a coach is out of control, a referee may request the coach to leave before a game continues. If a coach is asked to leave a game, the referee will retain the coach’s pass and will send it to the appropriate District Director or designee along with the appropriate game report. The coach will serve an automatic mandatory 1 game suspension, following a review by the appropriate District Director.

11.2.1 Returning Premier Teams

  1. U14-U19: The top 4 teams from each Premier League will remain Premier.
  2. U13: For 2002-2003 soccer year only, the U12 Classic 1 league winners will automatically be promoted into the Premier league for the following summer season. Beginning in the 2003-2004 soccer year, the U13 Classic 1 league winners will automatically be promoted into the Premier league for the following summer season.

11.2.2.2 U13 Filling Premier slots at the Premier age group

  1. For 2003-2004 soccer year, the final two positions in the U13 Premier league will be filled by the 2002-2003 U12 Classic 1 league runners-up with the best record in the 2003 Chevy Cup MYSA State Tournament. There will be no U13 Premier league following the 2003-2004 soccer year.

    For the 2004-2005 soccer year, the final two positions in the U14 Premier league will be filled by the 2003-2004 soccer year U13 Classic 1 league runners-up with the best record in the 2004 Chevy Cup MYSA State Tournament.

This is to notify you of the amendments to the Minnesota Youth Soccer Association Bylaws and/or Rules & Policies Manual approved by the general membership at the Annual General Meeting, November 1, 2003 at the Radisson Hotel, Bloomington, Minnesota.

The following RULE proposals were approved: (language that is underlined is new)

  1. Add under Programs: “Starting after the 2003 Fall Season, MYSA may sanction Indoor Programs.”
  2. Proposal to change Rule1.3.4.2.d.2. to read “Player’s desire to play on a team in a more competitive division or at a higher level than that offered or available with the player’s current Affiliate Member. If the transferred player is registered by the receiving club at the same or lower competitive division or at the same level where the player was transferred from, the transfer will become null and void.”
  3. Proposal to add g. to Rule 1.3.4.2. to read “Transferred players, who have been issued player passes without the proper and fully executed transfer forms, are not eligible to play and will be considered illegal players, until the fully executed form is on file at the MYSA office. It is the responsibility of the club receiving the transferred players to ensure that all the paperwork required is properly signed and filed with MYSA.”
  4. Proposal to add c. to Rule 1.3.4.3 to read “A player that has been injured and cannot continue to compete in the remaining season at the time of the request, as certified by a medical doctor, at the member’s Club option, may be dropped. This dropped player will not count towards the number of dropped players.”
  5. Proposal to change Rule 1.3.4.4 a. 2. to read “Team has not dropped any players from their roster, as defined in 1.3.4.3., unless a medical doctor certifies that the player(s) dropped will not be able to play the remainder of the season from the time of the request. The player pass(es) of the dropped player(s) must be surrendered to the appropriate District Director before any new passes may be issued.”
  6. Proposal to add f. to Rule 1.4.1. to read “Beginning with the Fall 2004 competitive season, team status earned during the previous season play at all levels, Premier, C1, C2, C3 and any other levels that may subsequently be added, will remain with the sponsoring club. Team rosters will have no restriction on the number of returning players.”
  7. Proposal to change Rule 4.1.6.2.b. to read “In the case of adverse weather conditions, or when field conditions caused by recent weather pose either risk to players or risk of damage to the field, the game will be rescheduled to the home team’s fields.
    c. Other than as in 4.1.6.2.b, the game will be rescheduled to the visiting team's home fields, if available, and the original home team will pay the referee fees (before the start of the game) and any field costs incurred as a result of the reschedule if:”

  15. Proposal to change Rule 7.7.1.b. to read “A game shall be complete when at least one half (of the game) and 50 percent of the second half has been played. Anything less must be reported to the competent authority who will determine if it needs to be replayed or will determine the outcome of the game. The referee is the official timekeeper and sole judge on the amount of time played.”
  16.     a. In this policy:
      1. “coach” means a coach, assistant coach, team manager, or other team official.
    2. “Federation” means the United States Soccer Federation, Inc.
    3.
        a. “misconduct at a referee” means persistent statements of physical acts at a referee at a game, that do not constitute referee assault or abuse as provided under Federation Policy 531-9, but that mistreat the referee or are inappropriate or unacceptable statements or
    act, and include the following.
          i. Excessive incidences of foul or abusive language at the referee.
    ii. Statements that diminish the authority of the referee.
    iii. Statements or acts that serve to intimidate without threatening physical harm to
    the referee.
        b. Examples of misconduct that arise under subparagraph (A) of this paragraph (3)
    include the following: confronting the referee without physically threatening the referee;
    spitting on the ground or in the air but not at the referee; throwing or kicking an item as a
    sign of disrespect or dissent but without the chance of hitting the referee; re-entering the
    field. These are only some of the examples of possible misconduct and are not all-
    inclusive.
      4. “referee” means the following:
        a. any currently registered Federation referee, assistant referee, 4th official, or other
    individual appointed to assist in officiating a game;
    b. any non-licensed, non-registered individual serving in an emergency capacity as a
    referee as provided by Federation Policy 531-8;
    c. any club assistant referee.
      5. “MYSA” means the Minnesota Youth Soccer Association, Inc.
        b. This policy only applies to a coach in the following situations:
          1. If a proceeding is brought against the coach for referee assault or abuse, or both, under Federation Policy 531-9; or
    2. If the coach is ejected from a game and, after the ejection, engages in conduct
    that is misconduct under this policy.
        c. If a coach is found to have committed misconduct under this policy, the coach shall be suspended at least the next 3 scheduled games. This suspension is in addition to any other suspension that may be imposed on the coach by an Affiliate Member (club).
    d. The Youth Council of MYSA delegates to the MYSA Hearing Committee its authority to carry out this policy. In carrying out this policy, the Committee shall conduct hearings and follow hearing procedures applicable to allegations of referee abuse. A decision of the Committee is the final decision of MYSA. This decision may be appealed to USSF.
  18. Proposal to re-number Rule 9.3.2 to Rule 9.3.3 and to read “Any participant member may file a complaint against any MYSA member for a violation of MYSA rules, policies, or procedures.” And a proposal to change 9.3.2 to read:
    “In the event of an immediate suspension, the MYSA official imposing the suspension shall file a written report with the MYSA, which shall trigger a hearing under Section 9.4 of these Rules. The written report must be filed with the MYSA State Office within five (5) business days of the notification of the suspension. All complaints must be submitted in writing, using the form prescribed by the MYSA. The information requested in the form is essential to the proper investigation of a complaint. Complaints that are not properly and fully submitted or that deal with on-the-field judgment calls by referee will not be investigated. The complainant will be notified and may resubmit the complaint.”
  19. Proposal to re-number Rule 9.3.3 to 9.3.4
  20. Proposal to change Rule 9.4.7.4 to read “If a witness is unable to appear in person at the hearing, the party sponsoring such witness may submit their written testimony to the Hearing Panel. Such written testimony must contain the name, address and telephone number of the witness, must be dated and signed and the signature must be notarized. Relevant documents may be attached to and become part of the written statement. The Hearing Panel has the right to reject any written testimony that does not conform to this Rule. A witness testifying by writing shall count as one of the three witnesses allowed. The party sponsoring a witness unable to appear in person, may request permission of the Hearing Panel to allow the person to appear by telephone, in lieu of, submitting the witness’ written testimony.”
  21. Proposal to change Rule 9.5.1 to add “at the MYSA office address” to the end of the second sentence
  22. Proposal to re-number Rule 9.5.3 to 9.5.4 and add the following as Rule 9.5.3 to read “Makeup of the Appeal Panel
    Upon receipt of an appeal that complies in full with Section 9.5.1 of these rules, the MYSA Appeals Committee Chairperson shall appoint an appeal panel to hear the appeal. The appeal shall be heard by a panel of no less than three (3) nor more than five (5) members of the Appeal Committee. The Chairperson may designate one of the Appeals Committee members to serve as the chair of the Appeal hearing. If one or more members of the designated appeal panel cannot attend the hearing or otherwise participate, the parties may agree to proceed with the hearing as long as at least three (3) panel members are present.”
  23. Proposal to re-number Rule 9.5.4 to Rule 9.5.5 and to add the following sentence after the second sentence to read “However, the appellant does bear the burden of showing that the decision being appealed from is clearly erroneous.“
  24. Proposal to re-number Rule 9.5.5 to Rule 9.5.6 and to add the following sentence at the end to read “, unless circumstances have materially changed, or new facts are discovered that were unavailable at the time of the hearing from which the appeal is taken. In such cases, the Appeals Committee may allow that such new evidence be presented to it provided that all parties to the appeal have been given notice and are given an opportunity to respond to the materially changed circumstances or previously unavailable or undiscovered, unavailable facts.”

    First Red Card – Minimum suspension will be as described in the MYSA Policies and Rules Manual. If the situation warrants, the District Director may impose additional sanctions, including but not limited, to longer suspensions and periods of probation.
    Second Red Card – Minimum suspension will be as described in the MYSA Policies and Rules Manual. If the situation warrants, the District Director may impose additional sanctions, including but not limited, to longer suspensions and periods of probation.
    Third Red Card – Minimum suspension will be either for the remainder of the season, including post season play or triple the suspension described in the MYSA Policies and Rules Manual. If the situation warrants, the District Director may impose additional sanctions, including but not limited, to longer suspensions and periods of probation.
    Suspensions may carry over to the next season if not fulfilled in the current season.
    Player Pass Return – Player passes are retained by the referee and sent to the age group coordinator along with the game report. The referee will fill out a temporary player pass (pink card) if the coach presents it after the game. The temporary pass expires 10 days after the suspension has been served. The temporary pass must be exchanged for the player pass. Contact the appropriate age group coordinator to make arrangements for the exchange
    .”
  36. Proposal to change Rule 11.2.1.b. to read “U13: For 2002 only, the U12 Classic 1 League winners will automatically be promoted into the U13 Premier League for the following spring season. Beginning in 2003, the U13 Classic 1 league winners will automatically be promoted into the Premier League for the following spring season.”

To accommodate this situation without displacing another automatically qualifying team, the DOC will expand the league as necessary.”
  40. Proposal to re-number Rule 11.2.6.a. to 11.2.4.a. and to read “Teams that played in the US Youth Soccer National League-Midwest Region in the previous season and that finished 1st or 2nd in the previous MYSA State Cup competition will be accepted into a Premier league.”
  41. Proposal to change section 11.3 to read “All automatically qualifying teams will receive an application to participate in a Premier league. The application must be returned by the deadline set by the Youth Council.” 11.3.b was deleted.
  42. Proposal to change Rule 11.4 b. 2. to read “The Premier team that placed either fifth or sixth in the previous summer league that did advance past the fifth vs. sixth place game.”
  43. Proposal to add a new definition to the glossary in alphabetical order “New Team
    A competitive team that does not have competitive ranking from the preceding summer season is considered a new team.”

The following BYLAW proposals were approved: (language that is underlined is new)

  1. Proposal to change Bylaw 3.308 to read “The State Youth Referee Administrator or designee will be responsible for implementing and administering the national programs for the Recreational Youth Referee, Linesman, and Referee for Small Sided Games level referees (grades 9,10, & 11.) The SYRA or designee will also serve as registrar for the aforementioned grades.
  2. Proposal to change Bylaw 9.102 to read “The Policy and Rules Committee shall review the proposed amendment for form and for any conflict with the existing articles of incorporation, bylaws, policies, and rules of the MYSA, USSF and other MYSA-affiliated organizations. The Policy and Rules Committee shall report its recommendation regarding the proposed bylaw amendment to the Youth Council, and shall include a detailed explanation as to why it is recommending to adopt or reject the proposed rule. The Youth Council will review the proposed bylaw amendment and report its recommendation to the membership.”
  3. Proposal to change Bylaw 9.103 to read “The proposed amendment and the recommendation of the Youth Council shall be published in an official MYSA publication no less than 60 days prior to the Annual General Meeting or Special Membership Meeting.”
  4. Proposal to change Bylaw 9.202 by deleting the last line so that it reads “The Policy and Rules Committee shall review the proposed amendment or addition for form and for any conflict with existing articles of incorporation, bylaws, policies, procedures, or rules of the MYSA, USSF and other MYSA-affiliated organizations. The Policy and Rules Committee shall report its recommendation regarding the proposed policy, rule, or procedure amendment or addition to the Youth Council, and shall include a detailed explanation as to why it is recommending to adopt or reject the proposed rule.   6. Proposal to change Bylaw 9.302 to read “Except in the case of an emergency, the Policy and Rules Committee shall review the proposed amendment or addition for form and for any conflict with existing articles of incorporation, bylaws, policies, and rules of the MYSA, USSF and other MYSA-affiliated organizations. The Policy and Rules Committee shall report its recommendation regarding the proposed amendment or addition to the Youth Council, and shall include a detailed explanation as to why it is recommending to adopt or reject the proposed rule. In the case of an emergency, no Policy and Rules Committee review is required.”
  7. Proposal to change Bylaw 4.201 Committee Appointment
    The President, subject to approval of the Youth Council, shall appoint annually the members of the following Standing Committees: Appeals, Budget, State Select/Olympic Development Program (SS/ODP), Recreation, Policy and Rules, Membership and Compliance and Technology & Registration.

Re: Notification of Change to the MYSA Rules

On September 14, 2003 the Youth Council adopted an amendment to the MYSA Policies and Rules Manual, allowing MYSA teams to wear manufactured sleeveless jerseys. The Youth Council further instructs the MYSA Rules committee to draft suggested language for and placement of this item in the MYSA Policies and Rules Manual. Specific language will be reviewed and placed in the Manual following adoption at the December meeting of the Youth Council.

Re: Modifications to the Rules

Enclosed is a copy of the Rules and Policy Manual as it went to print for the coaches’ manual. This copy includes additional changes following the March 9, 2003 Youth Council Meeting. From now on, please refer to the MYSA web site for the most current copy of the Rules and Policy Manual.

Compliance Committee Proposal: Ericson moved, on behalf of the Compliance Committee, that rule 1.2 be modified to allow affiliate members to be organized under a government entity. The motion was approved. Rule 1.2.1.1.b.2 now reads –

2. Proof of any of the following:

  1. Incorporation status and current registration as separate corporation.
  2. Incorporation status and current registration of a parent organization along with a Certificate of Compliance.
  3. Government affiliation along with a Certificate of Compliance.

Rule 1.2.1.3 now reads –
a. In order to renew an Affiliate Membership in MYSA, an existing Affiliate member who is in good standing with MYSA must submit the following to the MYSA State Office by September 1 of each year:

  1. The appropriate Affiliate Membership fee;
  2. Proof of any of the following:

    1. Incorporation status and current registration as separate corporation,
    2. Incorporation status and current registration of a parent organization along with a Certificate of Compliance,
    3. Government affiliation along with a Certificate of Compliance

Modifications to Rules of the Game: Igbavboa moved, seconded, to adopt the modifications to the rules of the game be adopted as presented. Barton moved, seconded, to amend the proposal to use U13 – U19 substitution rules for all ages. The amendment was defeated. The motion was approved.

This is to notify you of the amendments to the Minnesota Youth Soccer Association Bylaws and/or Rules & Policies Manual approved by the general membership at the special meeting held February 1, 2003 at Eastview High School in Apple Valley, Minnesota.

The following proposals were approved:

  1. Proposal to change Bylaw 3.306 to read "District Directors shall oversee and administer soccer in their district in accordance with rules, policies and procedures of the MYSA."
  2. Proposal to change Bylaw 7.302 to read " A player is registered the moment the player and the player's parent or guardian signs the registration form and submits the fees required by the Affiliate or Extraterritorial Member.
  3. Proposal to change Rule 1.3 to change the word "pay" to "submit" and "pays" to "submits".
  4. Proposal to change Rule 1.3 to delete all but the first sentence so the rule would read "Before participating in any MYSA activity, players must submit a completed registration form and pay the appropriate fee."

    Poretti moved, seconded, to amend the motion to change the word "pay" to "submit" and move the deleted section to a new paragraph 1.3.5.c titled insurance. The new paragraph 1.3.5.c would read "The 21-Day Policy for Player's begins the moment a player signs a club registration form, submits a registration fee and/or submits a try out fee, an Affiliate Member (club) shall have twenty-one (21) days to submit the registration and associated fees (primary registration fee) to the MYSA State Office for the player to receive insurance coverage. If the registration and associated fees are not submitted within twenty-one (21) days, insurance coverage will not commence until the registration and associated fees are submitted."

  5. Proposal to change Rule 1.3.4.1 to read " A player is registered to an Affiliate Member or Extraterritorial Member the moment the player (or for a player less than 18 years of age, the player's parent or guardian) signs the Affiliate Members or Extraterritorial Members registration form and submits the fees required by the Affiliate Member or Extraterritorial Member.
  6. Proposal to change Rule 1.3.4.2.b to read "A registered player not assigned to a team by his/her Affiliate Member or Extraterritorial Member at least three weeks prior to the MYSA team registration deadline must, at the player's request, be released.
  7. Proposal to add Rule 1.3.4.4 - Any team may add players not previously registered to another affiliated member at any time during the soccer season as provided by the guidelines listed below:
    1. Team does not have a complete roster as defined for each age group. This rule cannot be used to over-roster players.
    2. Team has not dropped any players from their roster, as defined in 1.3.4.3.

    Players previously registered to teams that have folded are eligible to be added to a team. A player is eligible to play 5 days after the registration has been received by MYSA.

  8. Proposal to change Rule 1.5.a to read "The player must be registered with an MYSA team, and have a youth player pass."
  9. Proposal to change Rule 1.5.b to read "A youth player may have an amateur pass at the same time he/she holds a youth player pass.
  10. Proposal to change Rule 1.5.c.5 to read "All send-offs will be served in the league they were issued."
  11. Proposal to change Rule 4.1.1.1 to add Vice President of Leagues as an alternate signer for rosters.
  12. Proposal to renumber and reorder Rule 4.1.6.1 as follows:

    Renumber 4.1.6.1.c.1 as 4.1.6.1.a.1
    Renumber 4.1.6.1.a.1 as 4.1.6.1.a.2
    Renumber 4.1.6.1.c.2 as 4.1.6.1.a.3
    Renumber 4.1.6.1.a.2 through 4.1.6.1.a.6 as 4.1.6.1.a.4 through 4.1.6.1.a.8
    Delete the heading for 4.1.6.1.c

  13. Proposal to delete Rule 4.1.8.1.c.
